Chinese government spoiler tactics? These sorts of pictures and "mis-edited" footage have been used to blacken the name of campaigns before. The tactic is simple - release photos/ film that "shows" a misdemeanor on the part of the government, and then prove the picture/ video footage has been falsified in order to cast doubt on the actual events.
